Article Abstract:
Congressional Republicans and Democrats are poised for a debate in 1997 over Medicare reform that should surpass that of 1996 in terms of political heatedness. GOP leaders are waiting for Pres Clinton to present a reform plan. Both sides are arguing that the public wants moderation in reforming the $219 billion annual program, which is hugely popular. One particularly contentious area will be whether Republicans will agree to Clinton's proposed shift of home-care costs from Part A to Part B of Medicare.

Article Abstract:
Democrats and Republicans have both suffered for their health policy mistakes in the past, but with the 1996 elections behind them, the two major political parties now need to pursue real steps towards the resolution of long-standing problems involving the health care sector. Problems with Medicare are of primary concern as the impact of this program on the nation's finances is rapidly growing out of control.
