The federal employees health benefits plan: implications for medicare reform
Article Abstract:
The Federal Employees Health Benefits Program (FEHBP) has drawn the interest of academians and legislators, as it offers an efficient model for managing Medicare reform. Introduced in the late 1950s to provide government employees with a comprehensive health plan, FEHBP centers on the adoption of market-based design to acquire health care benefits. Contrary to popular beliefs, however, FEHBP does not offer an efficient means of controlling health care costs.
