The prevalence of risk selection in the health care industry underscores the need for an effective risk adjustment system which can be used by insurers to develop an accurate payment plan for a wide range of clients. This risk adjustment system should be implemented by a regional quasi-public body. However, there are several factors that must be considered to guarantee the success of the program. These include the development of an effective risk assessment method for determining the risk of each individual or household.

Article Abstract:
The practice of risk selection in the voluntary health insurance market by many insurers tends to discriminate against unhealthy individuals who also need to cover their medical expenses. The impact of this practice on the welfare of the people can be reduced considerably by improving current risk assessment and risk adjustment methods and implementing major reforms. However, this can only be achieved by re-structuring the whole insurance market to promote competition based on effective health care management.

The tendency by many health plans to select risks can be discouraged and considerably reduced by implementing an effective risk adjustment system. This system will provide high-risk individuals with access to high-quality care by accurately predicting their future health care needs using easily-accessible information. It will also promote effective management of basic health services.
