The Republican's Medicare reform bill in the House is the most comprehensive to date and the one that conforms best to the American Medical Assn (AMA)'s position on reform. In agreement with the AMA, the bill would include freedom of choice for health plans, tort reform, medical savings accounts, regulatory relief, changes in antitrust policies, and provisions for physician networks. Though the law is not perfect and would require the AMA to fight yearly for improvements, it is a good compromise package during the transition toward a market-based alternative to Medicare.

Transforming Medicare: House passes GOP bill; action shifts to Senate
Article Abstract:
Legislation that will profoundly alter Medicare has been passed by the House, assisted by strong support from Republican members, on a vote of 231 in favor versus 201 against. The bill now goes to the Senate where passage remains uncertain, although it appears likely to experience a repeat performance. The legislation is expected to save $270 billion over a seven year period through 2002. Several provisions of the bill offer physician-friendly features including the creation of physician-run networks and a cap on physician liability.
