Adolescent drug use up, as younger teens experimenting

Cigarette and marijuana use among 8th-graders and 10th-graders rose between 1991 and 1996, according to an annual survey sponsored by the Public Health Service. For 8th-graders, 11% used marijuana and 21% smoked cigarettes. Among 10th-graders, 20% used marijuana and 30% smoked cigarettes. However, drug use by 12th-graders may have stopped increasing. Fewer teenagers fear or disapprove of drugs, says Lloyd D. Johnston of the University of Michigan's Institute for Social Research.

Public health programs emerge intact from budget battle
Article Abstract:
Health care programs received flat or moderate decreases in their FY 1996 budget from the appropriations bills that was signed into law on Apr 26, 1996. However, health programs face uncertainty for future funding, since the number of uninsured persons is rising. Congress also repealed a mandate that the Dept of Defense discharge all military personnel infected with HIV.
