Community support for needle exchange programs and pharmacy sale of syringes: a household survey in Baltimore, Maryland
Article Abstract:
The general population of one major city supports the use of needle exchange programs even though many think such a program might attract injection drug users (IDU's) to their neighborhoods. In Baltimore, Maryland, a group of 138 people demographically similar to the city's overall population responded to a survey on needle exchange. While 72% thought such a program might attract IDU's to the neighborhood, 65% favored such a program because it would decrease the number of discarded needles; would not increase drug use, and that it would decrease HIV transmission.

Arrests and incarceration of injection drug users for syringe posssession in Massachusetts: implications for HIV prevention
Article Abstract:
Multiple use of syringes by injection drug users (IDU's) is a major source of transmission of HIV infection. Laws against possession of syringes compound that problem. In Massachusetts in 1994, 417 IDU's were convicted of syringe possession, and 41% of those were sentenced to imprisonment. Averaging the sentences and time served, the cost was approximately $1,140,183 aside from costs of arrest, prosecution, etc. The same amount of funds would have paid for 1,629 admissions to drug detoxification programs.
