Competition fans fearful of Clinton shift
Article Abstract:
The Clinton health care reform proposal, which formerly had incorporated many of the ideas of managed competition, may include several additional features in its final form. For example, the White House is considering allowing states to design their own reform systems. The new plan may also include a payroll tax to finance health care reform, which some see as a step toward a single-payer, nationally administered plan. Critics contend that the final reform proposal may try to combine two plans that are mutually exclusive.

Article Abstract:
Bill Clinton met with over 800 proponents of a federally-managed, Canadian-style health care reform plan in Little Rock, AR, on December 12, 1992. Single-payer plan legislation, sponsored by Rep Jim McDermott, is opposed by the American Medical Association and the American College of Physicians because it could curtail physician autonomy, increase bureaucratic red tape and limit physician fees. Clinton supports a private, job-based health care system over a single payer system.
