Delegates rally to knock out cuts in Medicare payments

A House of Delegates erupted with pledges to the Congress to stop $11 billion cuts in Medicare payment in 2003. Among many disadvantages, the cuts would also affect physician reimbursement for treating military retirees who are covered by the TRICARE program, which ties its rates to Medicare.
