Everyone finds something to dislike in reform plan

Criticism over President Bush's medical reform proposal has been strong, especially from Senate Democrats. Majority Leader George Mitchell claims the Bush proposal fails on two fronts - universal access and cost controls. Mitchell proposes a government run health insurance plan or an employer 'play or pay' program which would require companies to buy health insurance for their workers or pay into a public fund. Bush's plan would rely on tax credits or vouchers and tax deductions. He believes this system will enable Americans to choose between government assisted medical care and free market choices.

Dr. Sullivan hit hard backing Bush reform plan

Health and Human Services Secretary Louis H. Sullivan defended President Bush's health reform plan, and Finance Chmn Lloyd Bentsen and Ways and Means Chmn Dan Rostenkowski introduced small-group reform plans before the Senate Finance and House Ways and Means Committees in Feb 1992. Opponents of the Bush plan pointed out that the amount of insurance premium it allows as a deduction, tax voucher or tax credit, is not enough to pay for minimal coverage. Opponents of the Bentsen and Rostenkowski proposals asked who would pay the $10-billion-a-year the plans would cost.

No surprises in Bush health reform plan; $35 billion annual tab
Article Abstract:
President Bush unveils his new $35 million health care reform plan. Bush's plan relies heavily on tax deductions and credits to assist low- and moderate-income families and individuals acquire health insurance. Furthermore, Bush's proposal calls for elimination of pre-existing-conditions exclusions which requires insurers to take and renew all groups. Managed care incentives would also be part of the plan with Medicaid patients being moved into managed care unless there is a state exemption.
