Forecast: some relief from self-referral ban
Article Abstract:
Congress may reverse its 1989 and 1993 bans forbidding physicians from referring Medicaid and Medicare patients to pharmacies, clinics, or other entities in which they have invested. Critics contend that the laws have unintended consequences, such as preventing orthopedists from issuing crutches to their patients. Physicians have especially complained about the ban on ownership of medical laboratories, which were often located in the same building as the medical practice and served as a convenience for both physicians and patients.

House approves CLIA repeal for physician office labs
Article Abstract:
The waiver of most of the Clinical Office Laboratory Improvement Amendments of 1988 (CLIA) for physician laboratories under the House Medicare reform bill passed in Oct 1995 is expected to be one of the disputed areas when the House and Senate confer on their bills. Physician labs that read pap smears are the only labs that will still face CLIA enforcement under the law. Opponents say the rules are unnecessarily burdensome, but some proponents feel that simply streamlining the administration of CLIA would be adequate.
