Making waves offshore
Article Abstract:
Further UK safety reforms for offshore installations are being made by the Health and Safety Commission as a result of the recommendations by the Cullen report on the Piper Alpha disaster. The main aim is to ensure that offshore businesses have the same legal duties to protect employee welfare, such as the Control of Substances Hazardous to Health Regulations in effect at the end of 1992. The new laws aim to set goals which employees must achieve. The Health and Safety Committee is working on regulations on administration, escape and rescue, fire and explosion and protection and construction.

Cover points; a detailed examination of the requirements of the European PPE product directive
Article Abstract:
The EC (European Community) PPE (Personal Protective Equipment) directive (89/686/EEC), effective from 1 Jul 1992 aims to harmonise standards and product certification in the EC. All PPE has to comply with the directives' requirements and must have a compliance (CE) mark on the product and packaging. There are 3 classifications of PPE: simple, intermediate and complex. Basic health and safety requirements are design, innocuousness, comfort and efficiency. The DTI (Department of Trade and Industry) is unable to implement the directive until national legislation is in force.

Government to end victimisation on rigs
Article Abstract:
UK Employment Minister Michael Forsyth, intends to introduce a Bill in the next parliamentary session to protect onshore and offshore oil and gas employees, who quit the workplace for health and safety reasons. His main aim is to ensure safety regulations for offshore employees are in place by Nov 1993. The regulations will be made under Section 15(3) of The Health and Safety At Work Act 1974 and will cover permanent and temporary rigs. Operators will have to undertake full risk examinations and implement strict protection.
