Reformers willing, critics wary on alternative tort system
Article Abstract:
Tort reform, or reform of the medical malpractice legal process, may take the form of enterprise liability. Under enterprise liability, individual physicians would no longer be liable for malpractice claims. Instead, the hospital, clinic or business they work under would shoulder responsibility for malpractice insurance, cases and settlements. In addition, medical enterprises would be motivated to carefully manage risk and improve the quality of care. However, the plan would have little effect on the system for plaintiffs and might encourage overregulation of physicians' conduct.

The man who would save the system
Article Abstract:
Dr. Billy Jones has been selected as president of New York City's Health and Hospitals Corp, which manages the 36 clinics and 10,500 beds of the city's public hospital. Jones, a psychiatrist, has served for 27 years in New York City's health system, and as an Afro-American he can bring understanding to the problems faced by administration and patients. In the opinion of most of his peers, Jones is uniquely qualified to handle problems of the system, which include raising the hospitals' standards to meet accreditation guidelines.
