Republicans and the new politics of health care
Article Abstract:
The complete overhaul of the US healthcare system may be on the back burner now that Republicans control Congress. Some 1994 voter surveys found that the failure of Pres Clinton's healthcare reform package was partly responsible for the Republican victory. Healthcare reform is noticeably absent from the Republicans' "Contract with America." Yet healthcare expenditures continue to rise. Medicare Part A may be bankrupt by the year 2001, and Part B expenditures continue to increase. Republicans claim they want to reduce the size of government, but there is little political incentive to cut entitlements. Most changes will be proposed in February, 1996, when Congress takes up the 1996 budget. Several committee and subcommittee chairpersons have stated clearly that they want to privatize agencies, consolidate federal programs and reform Medicare.

The quandary over graduates of foreign medical schools in the United States
Article Abstract:
Congress has so far been very reluctant to curtail the number of residencies filled with graduates of foreign medical schools. However, Medicare is directly responsible for this outcome, since most residencies in teaching hospitals are funded by Medicare. Hospitals can increase this income by creating more residency positions even though their programs may be so inferior they cannot attract graduates of US medical schools. Many congresspersons believe foreign graduates perform a valuable service by taking jobs that few American doctors would want. But medical organizations are concerned about a potential oversupply of physicians.
