Sen. Gramm may be right about Medicare incentives
Article Abstract:
The Senate Finance Committees' Medicare subcommittee chairman, Phil Gramm, favors rescuing the Medicare system by the revolutionary means of shifting incentives from providers of care to patients to control health care spending. The incentives would need to be self-directed and remunerative, not arbitrary and dictatorial. Supplemental funding of coverage for the poor would still be needed. However, Congress is unlikely to approve a measure that shifts fiscal responsibility to voters.

Insurer taking stock in managed care
Article Abstract:
Empire Blue Cross and Blue Shield plans to meet increasing financial demands by converting to a for-profit stock company. The plan, which requires the approval of the New York State Supreme Court, is evidence of a growing trend among financially-strapped Blue Cross and Blue Shield Plans. If the plan is approved, Empire will create for-profit managed care subsidiaries in spring 1997.
