Battle tactics may be needed to get negotiation back on track

Positional tactics can help negotiators prevail. Instead of arguing a particular point, negotiators can focus on displaying their power and influence. Such tactics involve learning the other party's strategy and staying ahead of it, using diversion, creating leverage by focusing on issues the other party cares about, cultivating a high-profile, cultivating fear, and, in general, surrounding the opponent with a barrage of tactics that makes them surrender.

Health care purchasers hope to get better care and better value through clinical outcome measurements. Clinical outcome measurements are determined by evaluating the health status of a patient at two or more different periods in their care. These measurements could provide payers with more information about the benefits and costs of different types of intervention.
