HIV/AIDS education and prevention programs for adults in prisons and jails and juveniles in confinement facilities - United States, 1994
Article Abstract:
Prison administrators in the US need to provide more information about HIV infection and AIDS to prisoners. In 1994, the Centers for Disease Control and Prevention surveyed the provision of AIDS education in all 50 state prison systems for adults, 29 city and county jail systems for adults, 41 state systems for juveniles and 32 city and county systems for juveniles. The prison systems for adults reported 5,279 cases of AIDS among the prisoners, a rate six times greater than that in the general population. Rates of HIV seropositivity ranged from less than 1% to 22%. Four juveniles with AIDS were confined in 1994, but juvenile facilities reported a total of 60 AIDS cases since tracking began. The rates of gonorrhea were much higher in the juvenile systems compared to the general population, indicating sexual activity that could put these youth at risk of HIV infection. Many of the systems were providing AIDS information, but very few used peers of the prisoners as instructors.
