Writing the recipe for health benefits

Choosing which benefits should be included in a health care reform package requires balancing what benefits people need with the cost of those benefits. The American Medical Association has developed a list of benefits that would cost about $2,700 per year. Services were chosen on the basis that they are medically necessary, not custodial or supportive; that they are clinically effective and that a similarly effective but less expensive alternative was not available. Other considerations included cost effectiveness and the importance of the benefit to the patient's health.

Medical savings accounts will empower patients

health care savings could be achieved if employers buy less expensive medical insurance for their employees with a higher deductible, and then supply the employees with money in a medical expenses account to pay for bills up to the deductible. For example, a firm could buy a catastrophic insurance plan for $1,500 per year per family and allow the family to pay bills that amount to less than the $3,000 deductible. Because only 15% of families spend over $3,000 per year in medical bills, a company would save any money under $3,000 that the family did not spend.
