DC plans offer benefits to public plans, participants
Article Abstract:
Some government employers are turning to defined contribution (DC) plans as an alternative to defined benefit plans as an employee attraction. The shift is indicative of the participation of 9% of full-time employees at both state and local levels in 1992, up from the 5% level participating in DC plans in 1987. DC plans also feature advantages such as account portability, statement simplicity, better financial control, funding flexibility and minimal investment risk.

Public plans get 401(k) plan features
Article Abstract:
Public pension planners are redesigning traditional 403(b) and 457 defined contribution plans to increase their competitiveness against private sector pension plans. Similar to 401(k) pension plans, the revisions on the public pension plans offer greater investment flexibility to pension planners and investment managers. An example of a revised 403(b) and 457 public pension plan is York County School Board's new plan.

Soft dollars: where do we go from here?

The pension fund industry continues to debate on the use of soft dollars. Soft dollars are the costs incurred in managing a pension fund such as research and hardware expenses. Proponents claim that soft dollars allow the acquisition of goods and services that are not included in the budget but can benefit the funds. However, others claim that eliminating the use of soft dollars can effectively reduce costs.
