Demolishing a paper tiger: recent legislative changes are affecting site safety
Article Abstract:
A nationwide campaign has been launched by the Health and Safety Executive with the aim of improving safety standards on demolition sites. The campaign involves site visits to ensure that the Construction (Design and Management) Regulations 1994 (CDM) are being complied with. CDM Regulations call for a managerial strategy to be implemented on multi-employer sites, which could include the client, designer, planning supervisor, principal contractor and contractors. The regulations should be considered in relation with safety management requirements in the Management of Health and Safety at Work Regulations 1992 and not in isolation.

Electricity at work
Article Abstract:
Users, rather than manufacturers or suppliers, are the main concern of the Electricity at Work Regulations 1989 and they apply to all workplaces that are affected by the Health and Safety at Work Act. As they are so widely applicable, affecting almost every workplace, the Regulations are written in very general terms but become much more detailed when the relevant standards are also considered. The Regulations are not restricted to particular voltages as were the former Factories Act regulations.

Laying down the law in the EU
Article Abstract:
European Union (EU) law on health and safety is geared to harmonization throughout the EU. An agency has been set up to collect data, hold conferences and collaborate with health and safety bodies in the EU. The European Agency for Safety and Health at Work will use Bilbao, Spain as a base. Employers are concerned over the impact on costs and they argue that employment could be affected in addition to economic growth and competitiveness of European companies.
