Article Abstract:
Issues regarding the Supreme Court's striking down of race-based voting restrictions in Rice v. Cayetano are discussed. This ruling regarded Hawaii's practice of permitting only native Hawaiians to administer a $300 mil state fund set up for their benefit.

Lines of scrimmage; court to decide fate of Tarheels' redrawn district ... once again
Article Abstract:
When and whether the white-dominated North Carolina legislature can create an electoral district that favors the black minority is discussed, an issue which has come before the US Supreme Court twiice in the past decade. The issue in the pending case is whether race or partisan politics explain the borders of the 12th District.
