Communications law entering new era; legal advice will be needed on legislation aimed at spurring competition
Article Abstract:
Changes Congress is now crafting in the 60-year-old federal communications law will drastically change the nature of the work done by lawyers in that field. The House and Senate bills, not yet reconciled, seek to reduce govt regulation, increasing it only in the area of content. The measures, which apply to virtually every means of electronic communications, will loosen ownership restrictions, deregulate cable tv, and open up the telephone industry. These mean more merger and antitrust work and less specialization.

Constitutional cooperation; bipartisan support creates momentum for victims' rights amendment
Article Abstract:
A constitutional amendment enshrining victims' rights may prove an exception to the general rule that amending the Constitution is a lengthy process taking years. The timing of this amemdment in the presidential election year of 1996 does not hurt its chances. The amendment has received broad bipartisan support and gives victims the right to be present at trial. Critics charge it could lead to administrative burdens for governments and that its meaning could be litigated. A draft of the amendment is detailed.
