Community reinvestment threatened; well-established anti-redlining rules for banking could be weakened by legislation enacted by Congress in 1999
Article Abstract:
Issues concerning the Financial Services Modernization Act of 1999 (FSMA) and its potential negative impact on the Community Reinvestment Act (CRA) are discussed. The CRA has motivated more banks to do business in low-income areas. Reasons proponents of the CRA are concerned about the FSMA's debilitation of the CRA regime by failure to keep that regime apace with the changing financial services industry are discussed.
