The environment and the single market
Article Abstract:
The European Union (EU) faces a dilemma as it tries to reconcile the need for environmental protection with its commitment to the single market as a way of promoting European integration. Member countries believe that taxation is a national prerogative, and environmental taxes are therefore being introduced at a national level. This in turn could hinder the free movement of goods in the EU internal market. The EU is therefore preparing draft guidelines for environmental taxes to try and prevent problems.

Article Abstract:
The government in the Netherlands has introduced its third national environmental policy plan concentrating on broad policy to 2010. With regard to EU enlargement, there will be assistance given to the 10 CEECs applying for membership for environmental projects. Also the March environment council has adopted guidelines to reduce greenhouse gas emissions to comply with the Kyoto protocol. Other issues include air quality, marine waters, waste, noise and biodiversity.

Among the key environmental challenges facing the European Commission are biosafety, global warming and WTO trade rules. Relationships with other countries and the EU's influence on their environmental policies will be of particular importance and the European Council will place sustainable development at the top of its environmental agenda.
