Government by proxy: a faithful overview
Article Abstract:
The federal government has delegated many of its tasks to local or state government, nonprofit organizations, and for-profit entities. Some elements of this work well, while others, such as private prisons, abdicate too much of the government's responsiblity. The system needs to be regulated by strict and consistent standards of performance and responsbility.

Design and implementation issues for s. 457 eligible deferred compensation plans after EGTRRA and the proposed regulations
Article Abstract:
Proposed IRS regulations and the Economic Growth and Tax Relief Reconciliation Act of 2001 make changes in the deferred compensation plan that tax-exempt organizations may offer under section 457 of the Internal Revenue Code. The changes and their implications are examined.

Proposed legislation to curb abuses: nonqualified executive deferred compensation plans and underlying security devices
Article Abstract:
The US House and Senate both considered bills to reform executive deferred compensation in the 107th Congress. The proposals are outlined, but are found to be inadequate. Legislation that would address the problems in this area is suggested.
