The question of whether innovation in high-technology markets has displaced short-term price effects as the focus of the federal government's antitrust enforcement efforts is examined. The question of whether these efforts are consistent with 1995 DOJ/FTC Antitrust Guidelines for the Licensing of Intellectual Property is also discussed.
