'Net users could face IP liability; the Internet has made available a wealth of data, a great deal of which is subject to copyrights
Article Abstract:
Technological changes create new issues in the fair use doctrine of copyright law. Computer copying of text offers speed and digital accuracy not available previously with any other device. The redistribution possibilities of computers also go far beyond what was available before. Copyright infringement in cyberspace will depend on how the material is used, with downloading creating a stronger basis for liability. There are legislative proposals which treat copyright liability in cyberspace but these do not address some of the fundamental questions of Internet use.

Efforts to regulate the Internet are in their early stages and key issues include whether over-regulation could put a damper on free speech and capital formation as well as whether jurisdiction and thus the power to regulate belongs to the physical place where a World Wide Web site is created. The greatest use, development and attempts to regulate have occurred in the US. So far, federal agency officials have fought online fraud and fraudulent advertising by applying land-based laws. The Federal Trade Commission has been key to national regulatory efforts.

Blocks on 'hate-filled' Web content are challenged; lawmakers consider legally required filters on computers provided with public funds
Article Abstract:
Possible freedom of speech problems with requiring libraries to use Internet filtering software to screen out sites filled with hate speech or those whose graphic sexual images make them unsuitable for children are discussed. Human filtering by library staff may also present constitutional problems.
