Not quite free wheeling: the Energy Policy Act of 1992
Article Abstract:
The 1992 Energy Policy Act has increased federal regulation of the energy industry, allowing markets to develop across state borders, and giving the Federal Energy Regulatory Commission (FERC) effective control over retail prices. Though there are positive aspects to the change in regulations, compensation for transmission owners whose lines are used by others needs to be set at a level which allows the industry to develop. This is a major worry for the future of the industry.

Stranded investments, stranded intellectuals
Article Abstract:
In the book 'Transmission Pricing and Stranded Costs in the Electric Power Industry,' the authors William Baumol and J. Gregory Sidak argued that consumers of electric power must shoulder the costs incurred by the unprofitable investments of electric utilities to prevent possible increases in power prices. This is untenable since the stranded investments were primarily caused by the utilities' failed strategy of diversifying into nuclear power production.

Electricity: price spikes by design?
Article Abstract:
The events that occurred in the power supply industry of the US Midwest during the summer of 1998 proved that market forces are capable of coordinating efficiently without the need for further regulations. The extreme conditions in late Jun 1998, which led to electricity price spikes ranging from $50 per megawatt-hour (MWh) to $7.500/MWh, highlighted the level of efficiency that can be achieved by the wholesale electricity market.
