Panel raps Bush's order; president's effort to cut litigation called "no-brainer." (executive order requiring government lawyers to reduce court congestion and delay)
Article Abstract:
A panel assembled by the ABA's Government and Public Sector Lawyers Division at the association's 1992 meeting had mixed feelings about President Bush's executive order to government lawyers to try harder to reduce court congestion and delay. The president wants potential defendants advised of pending lawsuits, greater emphasis on alternative dispute resolution and settlement and avoidance of expert witnesses on the latest fads. Some panel members felt that the order did not change or accomplish very much.

INS in a mood to settle; but some immigration lawyers worry opportunity for agreements is past
Article Abstract:
Mid-1992 INS rulings may herald a more lenient view toward asylum-seekers on the part of the INS. Most attorneys attribute the new attitude to the tenure of the new INS Commissioner Gene McNary, who started work in 1989. The ruling in Mayock v INS requires the agency to handle Freedom of Information Act requests more expeditiously and facilitates access to agency files for aliens fighting deportation. Lopez v INS requires the agency to inform suspected illegal aliens of their right to counsel.

Insecure security funds; states face increasing claims from bilked clients of lawyers
Article Abstract:
Some client protection funds are straining under the weight of claims. The ABA Standing Committee on Lawyers' Responsibility for Client Protection has yet to release its report on the matter, but initial indications are that no clear pattern of increasing or decreasing claims exists. However, several states have increased substantial claim increases and larger payouts than in previous years.
