Rethinking HIV counseling and testing
Article Abstract:
Policies and programs for HIV testing and counseling need to be restructured in order to reach those at risk of infection, with around 50% of the estimated 650,000-900,000 HIV-infected Americans unaware of their condition. HIV testing approaches should be flexible to keep pace with rapidly evolving scientific developments. The AIDS community's concern that tests could stigmatize those found positive contradicts findings that early diagnosis could be life-saving. Coercive and punitive HIV testing policies should be replaced so that those with HIV can seek appropriate care and support.

Community planning for HIV prevention: findings from the first year
Article Abstract:
The performance of nine community planning groups (CPG) for HIV prevention in 1994 was examined through interviews with 80 CPG members. The study, which was undertaken by the AIDS Action Foundation, evaluated the first-year performance by measuring four factors. These are inclusiveness of CPG members in the decision-making process, technical assistance received by community representatives and the relationship of the CPGs with other health planning groups.

Can access to care for people living with HIV be expanded?
Article Abstract:
The care and services available for HIV patients and how these can be improved are studied. The public programs currently available to HIV patients include Medicaid, Medicare and the Housing Opportunities for People with AIDS Program. However, the government and AIDS community can improve HIV-related care by addressing issues such as the links between cost and quality of care and the need to coordinate entitlement programs.
