Tax happenings from the courts and IRS
Article Abstract:
Significant tax law changes were introduced in 1998. The Internal Revenue Service Restructuring and Reform Act was passed, which radically alters IRS governance, provides several new taxpayer protections, expanded the common law attorney-privilege to any individual permitted to practice before the IRS, and reduced the long-term capital gain holding period from 1 1/2 years to just one full year. The IRS and the courts made tax law and developed tax policies in a broad range of areas. These include tax accounting issues, such as interest deduction, capital expenditures, installment sales and like-kind exchanges; real estate issues, including qualified nonrecourse financing, passive activity losses, involuntary conversions; S corporation issues such as debt cancellation and proposed regulation; and corporation issues such as reorganization and stock issuance.
