Article Abstract:
Kenneth W. Starr had a 12-hour day as witness on the first day of the hearing into Pres Bill Clinton's possible impeachment, the third such hearing in US history. This was presidential attorney David Kendall's first opportunity to question Starr in Starr's 52-month investigation of the president. Starr's testimony defending himself and his impeachment referral to Congress was forceful, in general, although his parsing of meaning seemed, sometimes, to be a little like the president's. Starr exonerated the White House firings of Travel Office workers and the White House's alleged misuse of FBI files on Republicans.

Various tort reform proposals have been a constant element since the Republican Party took over Congress. What the party has achieved adds up to only a small part of what they had sought and includes immunity from personal liability for volunteers and protection for those who produce the raw materials which go into medical products. The most substantial piece of tort reform came before the GOP takeover in 1994, a ban on suits against airplane manufacturers for injuries caused by small planes more than 18 years old.
