State AIDS policy making: perspectives of legislative health committee chairs
Article Abstract:
A survey of state legislators on AIDS and AIDS policy making stresses the importance of the opinions of health professionals and legislators sitting on health committees. External constraints, rather than undue concern for re-election and public opinion, play a crucial role in the non-adoption of proactive policies by the legislators. Improvements in AIDS policy can be secured by cooperating closely with the health committee chairs and also by making comprehensive representations to these committees. Better recognition of the need for state intervention in health and social problems is also desirable.

Public policy versus private rights: the medical, social, ethical, and legal implications of the testing of newborns for HIV
Article Abstract:
Non-coercive counseling and advocacy of voluntary HIV testing of all pregnant and postpartum women, without compromising state and individual interests, is the best public policy on AIDS. Prenatal and perinatal effectiveness of ZDT/AZT treatment against AIDS calls for a policy of mandatory screening and testing of newborns. However, the need for prevention of HIV transmission does not circumvent the importance of existing legal protections of the individual's privacy, informed consent, and confidentiality.
