Swamp rules: the end of federal wetland regulation?
Article Abstract:
The court losses by the federal government in such wetland cases as those against developer James J. Wilson and the National Mining Assn should not be viewed as a threat to the continued preservation of wetlands. Instead, they should be seen as an opportunity to begin a new approach in the area of environmental protection. The government should realize that private organizations and state authorities are capable of effecting environmental conservation programs that are not only less expensive but are also more effective.

Clean air reform for real
Article Abstract:
Plans to institute reforms in the 1990 Clean Air Act Amendments were made due to the increasing costs of complying with federal clean air regulations. State and local officials have complained on the law's requirements on the automobile inspection and maintenance, clean fuel and car pool programs. Moreover, Title V and Title III provisions require facilities to acquire costly permits from environmental agencies for changes in its production processes.
