The role of economic analysis in regulatory reform
Article Abstract:
The rise in the annual cost of federal regulatory compliance, estimated at $223 billion in 1998, has led to a need for a thorough economic analysis of the impact of these regulations. Assessing the benefits of safety, health and environmental programs, which have often been the subject of contentions, must be undertaken by an independent party whose sole purpose is to replicate the conclusions reached by the regulatory agencies. Such an independent review should lead to better analysis and the implementation of better laws.

Article Abstract:
Issues concerning the benefits and costs of the regulatory programs of the Environmental Protection Agency are discussed. Particular attention is given to the inadequacy of the agency's self-evaluation of performance and the need for the Congress to appoint an independent reviewing agency.

The US Environmental Protection Agency set up the Toxic Release Inventory (TRI) in 1986 but it fails to fully inform the public about potential risks. The TRI needs to be revised to simplify and extend its content.
