Carrying capacity and the comprehensive plan: establishing and defending limits to growth
Article Abstract:
The use of carrying capacity analyses to assess the cumulative impact of land development on natural resources and other buildings is discussed. Laws to preserve carrying capacity limitations are entitled to a presumption of validity.
