Towards good environmental governance in Europe
Article Abstract:
The EC White Paper on Good Governance presents five underlying principles of good governance on the basis of which a description of environmental policy programs, legal cornerstones and instruments is provided. The overview presented illustrates the move toward good governance that fits in with the wording of the fifth Environmental Action Program of 1993 although much more needs to be done for a true shift in governance to occur.
