Understanding the right to an undiluted vote

The author argues that voting dilution claims in federal redistricting cases involve a special type of injury to aggregate rights that is distinguishable from claims based on the conventional individual right. The problems of applying the traditional form of strict scrutiny in dilution cases are examined.
