Universal health coverage, rationing and HIV care: lessons from the Oregon Health Plan Medicaid reform
Article Abstract:
The Medicaid health plan implemented in Oregon in 1994 is based on a list of conditions and treatments. Healthcare coverage is provided to all citizens below the federal poverty limit. The health plan also extends medical aid to all HIV infected Oregon citizens. The decision to provide aid even during the last stages of HIV will benefit many people. However since federal aid is limited and HIV treatment is expensive the implementation costs will be greater. Lists prepared by the health-service commission since 1991 are discussed.

The adequacy of reimbursement for HIV under Section 1115 Medicaid waivers
Article Abstract:
A new study investigates to what extent managed-care organizations (MCOs) in Medicaid managed-care programs may be placed in financial risk through caring for people living with HIV. The capitation rates paid to MCOs in the nine states where Section 1115 waivers have been approved are examined and compared with estimates of fee-for-service Medicaid programs.
