Watchdog of LAPD gets Starr review; like independent counsel, the job itself is widely hated
Article Abstract:
Katherine Maher, the Los Angeles Police Department's first Inspector General, a civilian watchdog employed in the wake of the public outcry following the Rodney King beating, resigned in late 1998 after much criticism. Maher served at the pleasure of her bosses on the Police Commission and the problems of her tenure showed the need for independence in such a job. Maher also noted the public's lack of interest in learning of police problems in a time with low crime rates and no major Rodney-King-type problems.
