Ofcom must rule BBC

Broadcasters such as BSkyB and Channel 4 want the Department for Culture, Media and Sport to reconsider its ruling that the BBC will not be regulated by Ofcom. The broadcasters believe BBC's privileges under the decision, including being exempt from several rules of other public service broadcasters, will have a negative impact on the industry as a whole.
