Article Abstract:
ITV wants more regulation power over its public service programming, including being able to air less religious and minority programs while Channel 4 and the BBC show more. Current programming quotas require that ITV cover 13 genres of public service programming, and the ITC is considering cutting that to include just news, current affairs, and other.

Independent producers are asking Department for Culture, Media and Sport officials to consider dropping the BBC's independent quota of 25%. In exchange, the independent producers would like to have worldwide rights and other privileges. various industry figures provide their views on the producers' request.
