Television production is described as a constant fight to keep costs under control even as budgets are trimmed drastically. Pressure to keep costs down leads producers to choose cheaper equipment and less experienced crew, resulting in decreased footage quality standards. The contingency fund that should meet unexpected requirements is ruthlessly preserved to show a profit.
