Article Abstract:
The politically crucial Indian state of Bihar has experienced years of conflict between Maoist groups and private militias maintained by upper-caste landowners, responsible for many atrocities. However, the Maoist insurgency seems to be growing stronger along with an increased flow of arms into the area, supplementing local production of weapons, due to ineffective action by the state government, hampered by the lack of a counterinsurgency force and police personnel shortage.

India and Pakistan agree to more talks
Article Abstract:
Officials of India and Pakistan, after three days of intense dialogue in Islamabad, Pakistan, have agreed to resume peace talks in April 2004 following the general elections in India. The officials of both the countries are cautiously optimistic after the Agra Summit, India in 1999 ended abruptly.
