Find, fix, track, target, engage, asses (F2T2EA) is expected to be the operational goal of the US Air Force in the 21st century. The ability to locate any target on the face of the Earth and have the means to do something about the threat it represents is also seen as the logical strategic direction of the service. The concept of F2T2EA will require the linking of all military sensor and intelligence systems, an endeavor that is expected to take a minimum of 10 years.

US Air Force Chief of Staff Gen. Michael E. Ryan said he does not believe in the idea that aerospace power is the only thing needed to ensure US victory in future wars. Ryan said 'joint' operations are still the key to ensuring US victory, although air power plays a primary and crucial role during conflicts. He also dismissed the idea of creating a new space service, saying air and space functions are too inextricably linked to be separated from each other.

The state of precision engagement
Article Abstract:
The use of precision guided munitions (PGMs) by NATO forces during Operation Allied Force minimized civilian casualties in Yugoslavia. Only 20 of the estimated 23,000 munitions used by NATO during the Balkan air operations caused damage to civilian targets. Several others were intentionally steered off to avoid hitting civilians. Not only that, the PGMs represented only 35% of the ground-attack weapons but accounted for 74% of the targets destroyed.
