Article Abstract:
The challenges faced by the Gulf rulers in diversifying their economies and implementing reforms to ensure their regimes' survival in the face of diminishing oil supplies and fluctuating oil prices are examined. The Gulf Co-operation Council (GCC) states are considering many economic reform strategies that would apply in a post-oil phase, but the speed of political and social reform is insufficient to ensure the effectiveness of existing diversification efforts.
