Prime time
Article Abstract:
The US Army remains divided over the controversial Prime Vendor Support (PVS) initiative, which seeks to outsource the lifetime maintenance of the Apache attack helicopter to private contractors. In spring 1999, the 'cradle-to-grave' maintenance program, which is said to save the Army as much as $5 billion, was rejected by the service. In Aug 2000, the PVS concept was given a new life through a directive from the Under Secretary of Defense for Acquisition, Technology and Logistics.
