Macau: triad war, triad peace
Article Abstract:
The handover of Macau to China by the Portuguese government in 1999, has done nothing to solve a vicious territorial battle between rival local triads or Chinese gangs that operate on the fringes of the island's lucrative gambling industry. Law and order rather than democracy are Macau's primary concerns, with the Chinese government assigning a highly disciplined force of almost 1,000 elite People's Liberation Army soldiers to maintain security within Macau-based Chinese institutions. Anyone running Macau would have to reach some kind of arrangement with these triads.

East Timor: can it stand alone?
Article Abstract:
A year has passed since East Timor voted overwhelming for independence from Indonesia, and still the future of the area seems uncertain. The vote unleashed Indonesian-aided violence against the East Timorese, and eventually the United Nations established a peacekeeping force.

The murder of three United Nations staff memers in East Timor, by pro-Indonesian militia, resulted in a sharp protest from the UN and a list of murder suspects by the Indonesian Attorney General. Some observers believe the list is politically motivated.
