The modern navies have fleets composed of relatively small numbers of highly sophisticated and expensive vessels which are designed and equipped mainly in view of a set of specific blue or green-waters missions. The navies show a marked reluctance toward the idea of risking their few precious platforms in the highly dangerous waters close to shore for the only purpose of bombarding land targets.
