Naval procurement in Norway
Article Abstract:
Norway's Ministry of Defence, in cooperation with the Norwegian Defence Research Establishment, the Armed Forces and the defence industry, has created a procurement method that allows the defence industry to fulfill future needs for high technological equipment. The strategy identified nine areas of technology based on the assumption that the EU will not become a federal union despite the ongoing integration in Europe. The basis for the transformation process to a future scheme is governed by the political framework and project management regulations which has five phases, namely, concept, definition, development, procurement and transition.

The Navy Material Command Norway (NAVMATCOMNOR) is revitalizing the Navy through the replacement of substantial parts of existing naval material. It is also planning on procuring new frigates, missile torpedo boats, surface-to-surface missiles and light missile batteries. NAVMATCOMNOR is faced with the historic challenge of providing the navy with a credible level of military strength in material valued at NOK 15 billion.
