Navy shipbuilding plan falls short; critics voice "concern and frustration"
Article Abstract:
Some members of the US Congress have faulted the Clinton administration's shipbuilding plan for falling short of meeting the US Navy's requirements. Between FY 2000 and FY 2005, the plan calls for the construction of a total of 45 ships, or an average procurement rate of 7.5 ships per year. Critics of the plan said it does not address the Navy's operational problems related to too few ships and aircraft needed to carry out the US National Security Strategy.

DeFazio proposes ship-scrapping legislation
Article Abstract:
US Rep. Peter DeFazio of the House Coast Guard and Maritime Transportation Subcommittee has proposed law that seeks to authorize funding for a pilot ship-scrapping program at the US Maritime Adminstration (MARAD). The proposal, which will permit MARAD to hire qualifying shipyards to scrap its obsolete vessels, is aimed at putting the responsibility for the safety and environmental dangers posed by these vessels to the US government.
